What the NDIS Reboot Means for Providers & Participants

Understanding the Changes, Opportunities, and What Comes Next

The Australian Government has announced a significant reboot of the National Disability Insurance Scheme (NDIS), aimed at restoring trust, improving sustainability, and ensuring better outcomes for participants. At Coastal Connect Independence, we know that change can bring both uncertainty and opportunity — so we’re breaking down what this reboot means for NDIS participants, their families, and providers like us.

What is the NDIS Reboot?

The reboot is a response to the 2023 Independent Review of the NDIS. It includes a 10-year roadmap to bring the scheme back to its original purpose — a personalised, participant-first support system. The reforms aim to reduce complexity, curb misuse, and shift focus back to building capacity, independence, and long-term outcomes.

Key Changes That Affect You

For Participants:

  • Clearer Eligibility & Planning Pathways
Expect a more consistent and transparent planning process, with plans tailored around life stages, needs, and goals.

  • Blended Support Model
A shift towards accessing more supports from the mainstream system (like health and education), in combination with NDIS-funded supports.

  • Focus on Early Intervention
Earlier and more appropriate support for children and young people, with a national early intervention pathway.

  • New Navigator Roles
Independent Navigators will help guide participants through the system, acting as trusted allies and reducing the burden of self-advocacy.

For Providers:

  • Stronger Regulation and Accountability
Increased scrutiny of pricing, quality of service, and compliance — with a push for greater transparency in how taxpayer funds are spent.

  • Changes to Support Items and Pricing
More clarity is expected in pricing structures, with greater enforcement around value for money and the use of notional prices.

  • Shift Toward Outcome-Based Supports
Providers will need to demonstrate how their services build skills, independence, and long-term benefits for participants.

How Coastal Connect Independence is Responding

We’re actively preparing for these reforms to ensure a smooth transition for our participants and our team. This includes:

✅ Updating our service delivery model in line with the new planning and pricing frameworks
✅ Training our staff on upcoming compliance and quality assurance standards
✅ Partnering with local community and mainstream services to strengthen support networks
✅ Advocating for participants to make sure your voice remains central in this evolving system

What’s Next?

Many of these changes will be introduced gradually, with some taking effect in 2025 and others rolling out over several years. We’ll be keeping our community informed every step of the way.

Whether you’re a participant, a family member, or a support coordinator — we’re here to help you navigate the NDIS with confidence.
